Make 12.12.0 releasev12.12.0

Adds commit e5e2fe5 ("Catch EnvironmentError instead of
OSError/IOError"), which fixes menuconfig.py crashes on I/O errors on
Python 2.

This might also improve error robustness elsewhere on Python 2 in
obscure cases.
