Parsing performance improvements related to help texts:

 - c800f70 ("Simplify _deindent()")
 - 707204a ("Get rid of _next_help_line()")

Also includes various code nits.

Brings 'make scriptconfig' with allyesconfig.py down to 1.3 seconds,
including the 'make' overhead.
